The Arizona Department of Transportation, in collaboration with the City of Flagstaff and Fann Contracting, is preparing to initiate a construction project aimed at replacing the signalized intersection at Fourth Street and Cedar Avenue/Lockett Road with a new roundabout. This development is intended to enhance both safety and functionality at the intersection. The design includes flashing pedestrian crossing beacons, measures to reduce speed, prevent angle collisions, and introduce a crosswalk on the fourth leg of the intersection. Additional infrastructure work will involve water, sewer, and storm drain installations.

Preliminary construction activities are scheduled to start on March 31, 2025. These initial tasks will include tree removal, fence installation, concrete removal, and storm drain setup around the intersection's perimeter. Construction will typically occur from Monday through Friday between 6 a.m. and 6 p.m., with occasional night or weekend work as necessary. Throughout this phase, the intersection will remain accessible to motorists, bicyclists, and pedestrians; however, lane and sidewalk restrictions should be anticipated along with modified bus routes, heavy equipment presence, loud noise levels, and flagging operations. Access for schools, businesses, and residents will be maintained at all times. It is advised that travelers adhere to marked signage for safe passage. Note that progress may depend heavily on weather conditions.
