This move comes in response to concerns that the city's housing emergency, declared in 2020, is being worsened by an increase in short-term rental properties.
The issue stems from a 2016 state law that mandated local governments permit short-term rentals in all residential zones. Although subsequent legislation has provided limited regulatory powers—such as requiring owner contact information or licenses—local authorities remain unable to manage the quantity or placement of such rentals effectively.
The resolution emphasizes the need for reasonable regulations at the local level to address these challenges.
